Paulo serves as the Dukes County Register of Deeds, where he has become known for his leadership in modernizing and preserving the Island\u2019s historic public records. Through his work, Paulo has helped make Registry services more efficient, accessible, and user-friendly while maintaining a deep commitment to protecting the historical records that document generations of Martha\u2019s Vineyard history.<\/p>\n
Passionate about local history and public access, Paulo believes preservation is not only about safeguarding documents, but also about helping people better understand the Island\u2019s past. He regularly participates in public presentations and community conversations focused on local history, property records, and historical access. His work has included supporting the physical conservation of historic land records through professional archival restoration efforts, recognizing that true preservation involves both digitization and the long-term protection of original materials.<\/p>\n
Paulo\u2019s dedication to preserving and sharing Vineyard history extends beyond his official role. He has participated for years in public readings of Frederick Douglass\u2019s historic speech at the Federated Church in Edgartown and has contributed to public discussions about the history and origins of Dukes County alongside local historians, elected officials, and Wampanoag voices. His service on the Edgartown Master Plan Committee also reflects his commitment to preserving the historical character, identity, and cultural heritage of the Island community.<\/p>\n
His leadership in historic preservation and public records management has earned statewide recognition. Paulo has served as both Vice President and President of the Massachusetts Registers and Assistant Registers of Deeds Association, helping advance efforts to improve the preservation, accessibility, and modernization of land records across Massachusetts. He was also recognized at the Massachusetts State House during Latino Excellence on the Hill for his innovative leadership and public service.<\/p>\n
Originally from Brazil, Paulo is believed to be among the first, if not the first, Brazilian-born American citizen elected to public office in Massachusetts. As a Portuguese speaker and longtime Island resident, he has worked to help bridge communities and expand access for Portuguese-speaking residents.<\/p>\n
In addition to his professional work, Paulo has long been active in public service on Martha\u2019s Vineyard. He has volunteered for many years as both a firefighter and EMT with the Edgartown Fire Department and has served on numerous Island boards and organizations, including the Edgartown Financial Advisory Committee, Martha\u2019s Vineyard Hospital, You\u2019ve Got a Friend, and Martha\u2019s Vineyard Bank.<\/p>\n

Paulo began working at the Dukes County Registry of Deeds in 2008. From his first day he has demonstrated his complete commitment and dedication to the office. Very quickly Paulo began to expand his involvement and fully integrate himself into all aspects of the Registry\u2019s responsibilities. In 2010 he expanded his responsibilities by assuming the role of IT Manager. And then in 2014 Paulo was appointed Assistant Register.<\/p>\n
Over the years at the Registry Paulo has developed a comprehensive understanding of all facets of the Registry\u2019s mission and its importance to Martha\u2019s Vineyard and the Elizabeth Islands, an office whose historical roots stretch back to 1641 making it one of the Commonwealth\u2019s oldest public offices.<\/p>\n
Paulo has taken on leadership roles and has led initiatives to improve the Registry, making it more efficient and user-friendly. As register, his work to continue improvements in the Registry\u2019s functions and service to the community will be pursued with dedication and determination. \u00a0Paulo will focus intensely on putting his IT knowledge and skills to use in adopting innovative approaches to update various Registry systems that will make the office more convenient, efficient and user-friendly for the public and professionals alike.[\/et_pb_text][\/et_pb_column][\/et_pb_row][et_pb_row _builder_version=”4.16″ background_size=”initial” background_position=”top_left” background_repeat=”repeat” global_colors_info=”{}”][et_pb_column type=”4_4″ _builder_version=”4.16″ custom_padding=”|||” global_colors_info=”{}” custom_padding__hover=”|||”][et_pb_text disabled_on=”on|on|on” admin_label=”Paulo – Community” _builder_version=”4.17.3″ disabled=”on” global_colors_info=”{}”]<\/p>\n
After moving to Martha\u2019s Vineyard Paulo quickly became part of the island community working as a volunteer firefighter and EMT. He has also worked at the Martha’s Vineyard Adult Learning Program helping with IT and has done translation projects for the Martha\u2019s Vineyard Regional High School, Edgartown Public Library, and other island organizations. In 2015 Paulo was elected to the Edgartown Financial Advisory Committee, in which he served for two terms.<\/p>\n
In all of these positions he has been grateful for the opportunity to be able to give back to the community and contribute in a positive way. The close-knit island community is something that he genuinely values and enjoys being part of.<\/p>\n
Paulo\u2019s dedication and love for not only the island community, but also his work at the Registry was highlighted when he was featured in Martha\u2019s Vineyard Magazine\u2019s article The Next Wave: An up-and-coming generation shares an active commitment to the Vineyard community and a passion for their work.<\/p>\n
